SAVE THE DATE - 2021 GENERAL ASSEMBLY MEETING

The 2021 470 General Assembly meeting will take place on Friday 5 March and Saturday 6 March 2021 during the 2021 470 World Championships, 5-13 March, in Vilamoura, Portugal.
 

 

The meeting venue details will be announced at a later stage

Agenda

The provisonal General Assembly Meeting Agenda is attached as Attachment 1 – Provisional GAM Agenda. A revised Final Agenda will be published after any Submissions and event bids have been received, by 12 February 2021.

Election of President and Management Committee Members

National Class Associations or Individual Members wishing to nominate candidate(s) as President or as members of the Management Committee should complete Attachment 4 – Nomination Form and email it to the Secretary General via e-mail (office@470.org) before 1800 hours UTC on Wednesday 3 February 2021.

Submissions

In accordance with Article 7.4 of the 470 Constitution, the affiliated National 470 Class Associations and the Individual Members are entitled to put forward submissions for items to be included on the General Assembly Agenda. If you wish to do so, please use Attachment 3 - Submission Form and send it to the Secretary General via e-mail (office@470.org) before 1800 hours UTC on Wednesday 3 February 2021.

470 Championship Bids

Bids are invited to host the following 470 Championships:

  • 2022, 2023 and 2024 470 North American Championships
  • 2022, 2023 and 2024 470 South American Championships
  • 2022, 2023 and 2024 470 African Championships
  • 2022, 2023 and 2024 470 Asian Championships
  • 2022, 2023 and 2024 470 Oceania Championships
  • 2023 and 2024 470 Junior World Championships
  • 2022 and 2024* 470 World Championships
  • 2022, 2023** and 2024 470 European Championships
  • 2023*** 470 Junior European Championships.
  • 2023 and 2024 470 Masters’ Cup
  • 2022, 2023 and 2024 East Europe Championships

 

* the 2023 World Championships of the Mixed fleet will be in The Hague, Netherlands.

** the 2023 Open World Championship will be held together with the 2023 European Championship.

*** the 2022 and 2024 JEC venues will be decided by the 420 Class in 2021 and 2022 respectively.

Bids should be submitted to the Secretary General via e-mail (office@470.org) by email before 1800 hours UTC on Wednesday 3 February 2021.

GAM Attendance and Proxy Form

All National Class Associations and Individual Members are entitled to attend the General Assembly meeting, in accordance with Article 7 of the 470 Constitution:

“7.5    Each National Class Association may appoint a maximum number of 3 (three) delegates to represent it at the General Assembly meeting in accordance with its own constitution and under the responsibility of its president, only one being entitled to vote as designated by the National Class Association. A person appointed as delegate to represent a National Class Association cannot be appointed as a delegate of another National Class Association, even if he is a member of both National Class Association, and regardless of being entitled to vote or not.

7.6     A member of the Management Committee may be a delegate for her/his own National Class Association.

7.7     If a National Class Association is prevented from sending a delegation to the General Assembly meeting, it may give a proxy to another National Class Association only, save in any case the provision of the Article 7.6. The proxy shall be declared in writing to the Secretary General and to the delegate at least 3 (three) days before the General Assembly meeting with the signature and under the responsibility of the president of the represented National Class Association, in accordance with its own regulations. Save the provision of the Article 7.8, a National Class Association may hold the proxy vote of a maximum of 2 (two) other National Class Associations.

7.8     If an Individual Member is prevented from attending the General Assembly meeting, she/he may give a proxy to a National Class Association, save in any case the provision of the Article 7.6, or to another Individual Member. The proxy shall be declared in writing to the Secretary General and to the delegate at least 3 (three) days before the General Assembly meeting. A National Class Association or an Individual Member may hold the proxy vote of a maximum of 3 (three) Individual Members.”

 

Due to Covid-19 related meeting participant restrictions and limitations, affiliated National 470 Class Associations and Individual Members are kindly requested to appoint one delegate only if possible, by completing and returning the Attachment 2 - Attendance Form, to the Secretary General via e-mail (office@470.org) before 1800 hours UTC on Tuesday 2 March 2021.

Rights to Vote

Representatives are entitled to vote at the General Assembly Meeting in accordance with the relevant parts of Article 7 of our Constitution, as detailed below:

7.14   At the General Assembly meetings, the votes are allocated as follows to the Active Members:

  1. each National Class Association with 5 to 20 members registered by the said National Class Association and duly declared to the 470 Internationale for the previous year according to the provisions of the By-Laws (Group A) has 8 (eight) votes;
  2. each National Class Association with 21 to 40 members registered by the said National Class Association and duly declared to the 470 Internationale for the previous year according to the provisions of the By-Laws (Group B) has 12 (twelve) votes;
  3. each National Class Association with 41 or more members registered by the said National Class Association and duly declared to the 470 Internationale for the previous year according to the provisions of the By-Laws (Group C) has 16 (sixteen) votes;
  4. each Individual Member has 1 (one) vote.

7.15   Save any other provision of this Article 7, the honorary members, the members of the Management Committee, the Auditors, the members of the Technical Committee, André Cornu’s heirs, the WORLD SAILING delegate(s) and any other person invited by the Management Committee to participate to a General Assembly meeting have the right to speak but not to vote.

 

The “Active Members” are the National Class Associations and Individual Members who have paid their annual fees to the 470 Internationale.

Travel and Accommodation

You should make your own travel and accommodation arrangements to attend the General Assembly Meeting.

No expenses will be reimbursed by the 470 Internationale for the General Assembly Meeting. Travel expenses and hotel bills are to be borne by the participants or their respective Associations.
